About the District
Westown Metropolitan District (the “District”) is a Title 32 Special District that has been established for the purpose of planning, designing, acquiring, constructing, installing, relocating, redeveloping and financing of street, park and recreation, water, sanitation, transportation, mosquito control, and safety protection improvements of the District. The District operates and maintains park and recreation improvements. Additionally, pursuant to Section 32-1-1004(8), C.R.S., the District is authorized to provide covenant enforcement and design review services; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Second Amended and Restated Service Plan for the District approved by the City of Arvada, Jefferson County on May
15, 2017, as it may be amended from time to time (the “Service Plan”).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the City of Arvada, Jefferson County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the City of Arvada or Jefferson County does not provide. The District may incur a maximum debt of $6,700,000. Debt may be payable from any and all legally available revenues of the District, including general ad valorem property taxes and fees. The District may assess a maximum mill levy of 50 mills as adjusted after January 1, 2004 to take
into account legislative or constitutionally imposed adjustments in assessed values for the method of calculation, to repay such debt.
The District must file an Annual Report to the City of Arvada and Jefferson County Clerk and Recorder.
The District’s boundaries overlap with the boundaries of: Jefferson County; Jefferson County School District R-1; City of Arvada; Arvada Fire District; Apex Park & Recreation District; Regional Transportation District; Urban Drainage & Flood Cont. District; and Urban Drainage & Flood C So Plat.
